OUTLINE OF ORGANIZATION This organization obtained funding in 1983 and currently has six full-time employees and four part-time employees and volunteers. The activities take place at the national level and the annual activity budget is about Rp. 500 million – 1 billion. Other private organizations involved are PT. Tetra Pak as pioneer of the recycling paper packing program and BBPK (Balai Besar Pulp & Kertas - Bureau of Pulp and Paper) which conducted research on paper packing and modified paper recycling facilities. ACTIVITY DESCRIPTION
Motives: Tetra Pak is a packing material made of paper with potential for long-fibre pulp with high feasibility for recycling. Tetra Pak takes responsibility for waste generated by reducing the adverse impacts of industrial activities on the environment, and by determining the recycling capacity in countries where Tetra Pak paper packing is sold. This motivated PT. Tetra Pak and DML (Dana Mitra Lingkungan) to initiate recycling activities in 2003. Bandung was selected to be the location of the first pilot project since it houses the Bureau of Pulp and Paper (BBPK).
Activity: The following activities are currently underway: cooperation with PT. Tetra Pak in “Program Daur Ulang Kemasan Kertas - Paper Package Recycling Program” since 2005 until now, cooperation with PT. Conoco Philips for Waste management ToT (Training of Trainer) and SERULING (Sekolah Ramah Lingkungan) an environmental friendly school program. Target participants the Tetra Pack Packing Paper Recycling program are schools receiving milk through UKS (Usaha Kesehatan Sekolah - School Health Program) as well as local governments, the community and collector groups. The program is to be developed at Bandung, East Java (Surabaya, Mojokerto, Sidoarjo). Result: 98% of the packing paper recycling process is done in a paper factory through a process called repulping. Repulping is done by selecting paper fiber from polytheline and aluminium coats in order that the recycled paper fiber is of good quality and can feasibly be converted into products such as brochures, cardboard, tissues, egg holders and so forth. Tetra Pak packing paper was first recycled in West Java in 2005. This activity succeeded in establishing collector groups in 12 TPS (Tempat Penampungan Sementara – Intermediate Transfer Station). The active collector groups are organized at seven transfer points and able to produce recycled packing at 6.7 tons, 2 to 3 tons of which is sent to factories. In 2006, the program moved into East Java and has continued operations ever since. The perceivable result of this activity in East Java is the formation of collector networks in 31 TPS, and production of recycled packing up to 20 tons. Numerous collector groups are used to support the program of paper packing collection to enable an efficient collection program. CONTRIBUTING FACTORS
In order to promote the Tetra Pack Packing Paper Recycling program, collection of packing paper has included schools, lapak (middleman scavengers) and factories. Other factors were the assistance of the government (Cleansing Department) and adequate facilities to support the recycling activity. CHALLENGES
The key for the success of this program lies in the intensive participation of the community. However, there were some difficulties encountered during the activities, such as low community participation of the community at the initial stage and the low price of the recycled pack. To overcome the difficulties, it was necessary educate schools and communities to harbor concern for the environment, and raise the price of the recycled pack from Rp. 500/pack to Rp. 700/pack. To obtain the funds needed for capital investment and running the organization, it is carrying out cooperation with the government, cooperation with the private sector as a sponsor, sale of products and books, organization of exhibitions, seminars and training service, and a confirming fee from training participants/members.
